Tracfin can now receive and process reports from whistleblowers

As of 1 July 2026, the French Financial Intelligence Unit (Tracfin) can officially receive and process reports from whistleblowers relating to suspected money laundering and terrorist financing.

The change follows the adoption of Decree No. 2026-311, which extends the French whistleblower framework under the Sapin 2 Law to include Tracfin as a competent external authority. Previously, Tracfin could only receive information from reporting entities subject to AML obligations, foreign authorities and other financial intelligence units.

The new framework enables individuals who are not covered by France's AML reporting obligations, such as employees, shareholders and trade union representatives, to report suspected money laundering or terrorist financing directly to Tracfin.

To support the new reporting mechanism, Tracfin has launched a dedicated online reporting platform where whistleblowers can securely submit reports. Reports that fall outside Tracfin's scope will be forwarded to the appropriate external authority or to the French Defender of Rights.
