A new decree in France strengthens AML/CFT training obligations for regulated professionals, including legal and financial service providers subject to AML rules.

The reform moves away from one-off training sessions and requires firms to implement continuous, risk-based training programmes. Training must be adapted to the function, activity and hierarchical position of each employee, ensuring it reflects their specific exposure to money laundering and terrorist financing risks. Staff are expected to understand both their regulatory obligations and the practical risk indicators relevant to their daily work.

The decree also significantly reinforces requirements around governance and traceability. Organisations must be able to demonstrate that training has been effectively delivered, properly documented and regularly updated in line with evolving risks and regulatory expectations. A training register must be maintained for the entire duration of the employment relationship and retained for five years after an employee’s departure.

From 24 April 2026, firms will need to be able to evidence and justify the compliance of their training practices with these new requirements.
