During its June 2025 plenary session, the FATF and MONEYVAL adopted key decisions on strengthening AML standards.

The joint plenary meeting of the FATF and MONEYVAL decided to further strengthen international cooperation against criminal financial flows. Below are the key decisions: 

  1. Updates grey list 
    1. Removed from the grey list: Croatia, Mali and Tanzania. 
    2. Added to the grey list: Bolivia and the British Virgin Islands.  
  2. Russia's suspension remains in place. 
  3. Several reports and resources have been approved for publication. These help organisations stay alert and respond to the latest threats in line with a risk-based approach.
  4. New procedures have been adopted to ensure that measures to combat money laundering and terrorist financing do not restrict the positive work of civil society organisations. This will prevent non-profit organisations from misapplying the measures.
  5. There will be greater transparency in payments. Amendments have been adopted to recommendation 16 of the FATF standards, which will improve the detection of crimes and the enforcement of sanctions by providing more clarity on who sends and receives money in cross-border payments over USD/EUR 1 000. The revised standards will be formally published on 18 June 2025 and financial institutions will have to comply with the changes from 2030. The changes will be in line with data protection and privacy requirements.
